E-D-S-O- fled his home country to the United States to avoid persecution and oppression on account of his political opinion. He was paroled into the United States for the purpose of seeking asylum. He's complied with all the rules required of him in his case, including timely filing for asylum. None of that mattered, because ICE agents arrested him without a warrant outside his apartment pursuant to Operation Black Rose—a DHS operation in which agents made unprovoked, massive, and largely illegal destabilizing sweeps of the immigrant community throughout Oregon.

He remains in detention at the Northwest Immigrant Processing Center in Tacoma, Washington. His arrest was unlawful but so is his continued detention. The DHS is statutorily prohibited from detaining (or deporting) him at all. Another note of importance is that E-D-S-O-, is prima facie eligible for Temporary Protected Status. He timely applied for this benefit, but then-Secretary of Homeland Security, Kristi Noem, “vacated” E-D-S-O-'s home country's designation. The termination of TPS was illegal and the District Court of Northern California declared so in a final judgement.
