Kelsey Provo.

Kelsey Provo is an Associate Legal Director at Innovation Law Lab, where she supervises and mentors legal fellows and staff attorneys, ensuring high-quality legal representation across the organization. In addition to her supervisory role, Kelsey represents clients before the Executive Office for Immigration Review (EOIR), U.S. Citizenship and Immigration Services (USCIS), the Ninth Circuit Court of Appeals, and Federal District Court. She also contributes to Innovation Law Lab’s impact litigation efforts, helping to advance systemic change and protect the rights of immigrant communities through high-impact legal action. Beyond her direct legal advocacy, Kelsey contributes to the coordination, management, and logistics of the Equity Corps of Oregon (ECO) program. In this role Kelsey offers strategic guidance and technical support to ECO attorneys and the program more broadly, helping strengthen case strategy, legal analysis, and overall program capacity.Prior to joining Innovation Law Lab, Kelsey represented individuals in removal proceedings in Southern California and specialized in representing detained individuals with a mental illness or disability pursuant to the Franco-Gonzalez v. Holder litigation. In this role, she also focused on representing unaccompanied children before both USCIS and EOIR.Kelsey earned her J.D. and M.A. degrees from the University of Oregon. Her master’s thesis, “Immigrants Without Rights: Questioning the Role of International Human Rights Law in U.S. Detention and Deportation Policies,” analyzes whether international law has the potential to influence U.S. immigration laws and questions whether international human rights laws can adequately protect immigrants’ rights in removal proceedings.
