Luis, an immigrant from Mexico raised in the borderlands, is a dedicated advocate for immigrant rights with a lifelong commitment to improving access to justice for immigrant communities. With extensive experience in grassroots organizing primarily focused in Oregon, he has played a key role in advancing pro-immigrant policies at the local, state, and federal levels. Luis has been instrumental in developing systems that significantly enhance legal services for farmworker communities and individuals seeking asylum at the border. Currently, he leads national efforts to expand immigration legal services through innovative legal empowerment models, supporting hundreds of immigration legal service providers across the country.
